Process text for the small-change lane, adopted by the process owner on 2026-09-27/28: one SR, at most five non-test source files, excluded areas, a standing lane authorization answered by a workspace admin from the web app, one narrow independent review pass, entry by applying the authorization, eligibility checked from the delivered change, batched completion with per-item rejection. The implementation (server and CLI) is ModernPath/modernpath-v1#694; the CLI kit syncs this text after merge.

…e change

One SR, at most five non-test source files, no security, migrations, public
contracts, model calls, background jobs or billing, and a class a standing
lane authorization covers (defect with a failing test, wording,
presentation-only, patch dependency). Its packet is the SR record; one narrow
independent review pass, no rounds; entry applies the authorization; small
changes may be completed in one batched human gate. Every loop invariant is
kept: red-first evidence, independent review, attributable human decisions.

Decided by the process owner on 2026-09-27 from measurements of the loop's
cost (USER:2026-09-27:small-change-lane-approved).

…nge lane

Brings the seven packet-complete rules into the lane branch so one
process revision carries both. The small change keeps its four-field
packet: its SR record is its complete packet, it carries no state
inventory (the lane's excluded areas keep persisted and shared state out),
and its ledger search covers the files its boundary names
(USER:2026-09-28, Pasi: "go ahead with combining").

…peruser, at most 30 days

PROCESS.md said "workspace admin or the process owner" and "at most 90
days"; the product enforces a workspace admin or platform superuser and
at most 30 days (PR #694 review, confirmed in code).

#30's wording is kept everywhere it rewrote #28 (owner's choice,
USER:2026-09-29); the lane adds only its own lines on top.

Keeps #30's round wording and adds only the delta-round sentence
(owner's choice, USER:2026-09-29).

Main's wording is kept; autopilot adds only its own lines. The autopilot
table's packet row now refers to completeness before review, since #30
removed the page bound.
