Reverse-engineered baselines can already have sufficient implementation and test proof. This PR defines a dedicated route for requirements with source-scoped baseline authority: verify complete current proof, obtain one human acceptance for the exact pending scope, and apply DONE. Compliance approval remains separate; work requiring new tests or implementation follows normal development.

  • Add rdd-reverse-engineer-verify and rdd-reverse-engineer-accept, with consistent routing across the process and delivery skills. Require independent UR upper evidence, SR lower evidence, and repository integration observations.
  • Clarify scoped authorization, publication groups, per-group read-back, membership counts, interrupted acceptance recovery and historical receipts. Changed proof requires the consuming CLI's documented recovery/replacement procedure; an unsupported operation is a tooling gap.
  • Preserve the existing file-state schemas: backlog dispositions, separate RED/passing evidence columns, completion-gate labels, gate kinds and work-selection fields. Baseline authority stays in its existing authorization/run records.
  • Preserve demotion destinations and guards against duplicate requirements, manual status edits and fabricated failures. Automatic evidence invalidation retains its actual attribution. Restore planning-time RED reasoning, whole-scope entry approval, review reconnaissance and the prohibition on introducing new mechanisms during review.
  • Require independent implementation review for Epic scope. Single-SR review follows project gates or an explicit request. A third planning-review round needs an explicit request.
  • Keep document paths project-specific and CLI payload details in the CLI-owned instructions. Remove provider-specific CLAUDE.md and agents/openai.yaml files from the shared package.
  • Keep the concise audit procedure and restore the search for other affected claims after a correction. Inventory counts disclose scope and omissions; the rejected percentage-floor policy stays removed.
  • Simplify citation checking to file resolution. Symbol, arity, line, test-name and heading suffixes are ignored; source contents and item-ID strings are not inspected. Missing/ambiguous paths, invalid inputs, prompt refusal and minimum checked-count safeguards remain. Revision-qualified Git files must exist in the declared commit. Document exit statuses 0/1/2 explicitly.

Validation at f61f9879fbb699ca93df97cf0059a5736efe9d10: all 15 citation-auditor tests and all 14 skill validations pass; 11 local Markdown file links resolve; git diff --check passes. File resolution alone does not establish semantic support or test execution.

Merged as 59da4b4218bd25891864046bc30daa479f05447e, preserving the consumer pin. ModernPath PR #683 embeds this exact package revision and is merged as 0581065ed952ea143a9d75d6385949b943e5477b. The package pin is reachable from main. The as-built acceptance Epic and its five requirements are confirmed DONE through the applied completion gate.

The user rejected the coverage-floor requirement and requested deletion of REQ-CROSS-178. The sanctioned store tooling cannot delete it; BACKLOG-TOOL-301 records that limitation. This PR does not claim the store requirement has been deleted.

#30's wording is kept everywhere it rewrote #28 (owner's choice,
USER:2026-09-29); the lane adds only its own lines on top.

Keeps #30's round wording and adds only the delta-round sentence
(owner's choice, USER:2026-09-29).

Main's wording is kept; autopilot adds only its own lines. The autopilot
table's packet row now refers to completeness before review, since #30
removed the page bound.
