It now reviews the records and sections whose fingerprints moved, the open findings and what they touch, and carries the unchanged remainder at the previous verdict; its trace still pins the full aggregate, so legality is unchanged (USER:2026-09-28, Pasi: re-review only what changed). Why
Measured on 2026-09-28: each second round re-read the whole packet (50–80 reviewer tool calls, 4–6 minutes) although only one or two records had changed. The product side (ModernPath/modernpath-v1, EPIC-CLI-DELTA) adds a
--sincedelta review bundle and stores per-record fingerprints on the review trace.Stacked on #31. USER:2026-09-28 (Pasi): re-review only what changed.
