agents: delete the five retired reviewers, close the catalog resync - #42

acceptance-reviewer, simplicity-reviewer, silent-failure-hunter, efficiency-hunter and task-alignment-reviewer are no longer spawned by any catalog skill (decision D1 in docs/plans/catalog-resync). README rows removed, and the descriptions of the skills the resync changed (review-branch, pr, implement-plan, task-writer, plan-feature, wireframe, fix-bug, triage-reports, startup) now say what they do. plan-feature/references/plan-directory.md gains kendo's "Which root" section so it matches the docs/bugs support review-branch and pr already ship. Last PR of the catalog resync (docs/plans/catalog-resync/). Every roster rewrite has merged, so nothing in the catalog spawns the five agents kendo retired in July.
