Expose a path-only context hint so selected list failures remain errors instead of silently falling back to a different worktree root. Refs [[tasks/harmony-2613]]

detect_worktree_location, then call discover_worktree_members with error
propagation instead of converting failures to None. Preserve the ordinary

Problem and solution
Implicit worktree command scoping needs repository paths, but discovery previously read every member's branch before dispatch. Background consumers that subsequently observe Git paid for redundant subprocess work.
Separate metadata membership from branch observation. Existing branch-enriched discovery APIs retain their behavior; implicit scoping uses metadata-only paths. Also expose a path-only enclosing-set location hint, allowing commands to select a set before validating it. A malformed selected set then produces an error instead of being mistaken for absent context.
Before and after usage
Rust topology consumers can replace:
with:
task_diris a&std::path::Pathfor the realized set.WorktreeMemberInfocontainsalias, path, andsource_path. Usediscover_worktree_membersfor legacy traversal boundaries.detect_worktree_location(cwd)returns only the enclosing name/path hint; it does not certify valid membership.detect_worktree_contextcontinues to validate discovery before returning paths. The public CLI consumer in meta_git_cli #29 exposes:
meta git worktree list example --recursive --metadata-only --json # Inside .worktrees/example or a descendant: meta git worktree list --recursive --metadata-only --jsonCorrectness and validation
Strict recursive membership includes nested realized repositories, validates Git metadata/backlinks, excludes hidden directories and directory symlinks, and rejects traversal failures or the two-million-entry budget instead of returning partial success. Branch-enriched list/status consumers retain branch behavior unless they explicitly select metadata-only output.
101 library tests passed; formatting and strict all-target Clippy passed. Companion public protocol tests prove zero Git calls using a denying executable, verify selected malformed roots fail rather than fall back, and preserve observed list/status output. Installed explicit/inferred discovery returns identical 14-member output in the real Harmony worktree.
Land this library change before the plugin change. ATC #554 collects Git facts separately from metadata-only list discovery. These changes reduce workload; they do not establish a fix for the macOS SystemPolicy kernel panic.

9de045fmoves CLI dispatch to the path-only context hint followed by fallible membership discovery. Discovery errors propagate before ordinary meta-config fallback; a successful empty discovery retains the existing fallback. The executable regression supplies malformed worktree metadata beside otherwise valid configs and proves no command is dispatched. All 17 CLI integration tests and strict all-target Clippy passed.
