fix!: only the called plugin runs; plugin installs can't escape the plugins folder - #144
Plan item F9 of the 2026-10-31 drive tests, with owner decision 4 (route plugins by file name). Task: tasks/harmony-2969 in harmony's GitKB.
What changes for users
Only the plugin a command names is started.meta <word> ... is served by the first executable file named meta-<word> in the existing search order (.meta/plugins/ of the workspace's meta dirs, nearest first; ~/.meta/plugins/; PATH). meta finds it by file name, without running anything else. Before, every meta command (and every meta-mcp call, since it runs meta) started every meta-* file with --meta-plugin-info, so one hanging plugin added 5 s to everything and a repo's plugin ran on unrelated commands.
meta --help, meta, meta help and meta plugin list still start every plugin, with the 5 s bound.
meta exec, context, init, plugin uninstall and plugin search start no plugin. plugin install starts the plugins it just installed (to check they answer --meta-plugin-info), and plugin update without a name starts every installed plugin to read its version, as before.
A routed plugin that doesn't answer its probe now fails naming it (before, it was skipped with a warning and the command became "unrecognized").
An unknown command prints meta's own help (meta-7: enough to self-correct) plus "Plugins add more commands: meta --help lists them.", and starts no plugin.
A bare meta <word> prints that plugin's help (as meta git did; meta cargo alone printed the same help through the plugin).
Plugin installs can't escape the plugins folder (agent-13). An archive entry that would install a plugin (file name meta-*) and isn't a regular file or a directory (symlink, hard link, fifo, device; tar and zip) is refused, naming it, before anything is written. Entries that install nothing are ignored as before, so an unrelated library link doesn't block an archive. The tar is read twice, streaming: once to check every plugin entry, then to write, so nothing is written for a refused archive and nothing decompressed is held in memory (the download itself still is, as before). Each plugin is written to a new temp file in the plugins folder, made executable through the open file (fchmod), then renamed into place, so an existing link at plugins/meta-x is replaced instead of written through. make_executable(path), which followed links, is gone.
Capability changes
Before
After
Who's affected
A plugin's claimed commands decided routing; meta-touchy claiming touch served meta touch
The file name decides: meta-touchy serves only meta touchy (request command = touchy, the rest are args). A plugin serving two top-level words ships two files
Third-party plugins whose file name differs from their first command word. Wire format unchanged
Two plugins with the same reported name: first found wins
Two files with the same name: first found wins; name decides nothing
Third-party plugins
plugin list --jsonname = the plugin's reported name
name = the word from its file name (what you type)
Scripts reading that JSON; first-party names are unchanged except rust → cargo
Binary meta-rust (claims cargo)
Binary meta-cargo (release archives, install.sh/ps1, both Homebrew formulas, Makefile). Crate meta_rust_cli unchanged; decision 8 folds it in later
Anyone installing by hand; an old meta-rust left on PATH now just serves meta rust (delete it)
Promoted top-level plugin commands
Gone: every plugin is reached by its file word
—
Unknown command printed help with every plugin's commands (starting them all)
Built-in help plus a pointer to meta --help
Agents reading the error
An install archive with links installed them and chmodded their targets
Refused, nothing written
Archives with links (none legitimate)
Docs: plugin-author examples now claim commands under the plugin's word (docker build, hello world, py lint), and the help examples use the real PluginHelp shape (usage required), checked by running meta against them. The routing rule is in meta_plugin_protocol's crate docs and PluginInfo field docs, docs/plugin_development.md, README, the three meta-plugins skill copies and the other discovery paragraphs.
Not in this PR
Repo-shipped plugin trust (decision 1, tasks/harmony-2757, still open). A cloned repo's .meta/plugins/meta-git still serves meta git status (and meta-mcp's meta_git_status) — shown below. This PR only narrows it: such a plugin no longer runs on other commands, and a file not named meta-git can no longer take meta git.
meta <word> --help still runs the plugin's own --help without the 5 s bound (unchanged; audit W4.4 replaces it with the probed help).
First-party plugins as built-ins (decision 8, wave 5): untouched; this doesn't make it harder.
Assumption: the plugins folder is meta's own and stays put during an install; swapping it under a running install is out of scope. A committed .meta/plugins symlink still redirects install --local (repo-shipped config, 2757; wave 2's F3 lifts symlink refusals).
A failed plugin update still deletes the old plugin (audit W9.5).
Follow-up tasks/harmony-2977: case-insensitive file systems (meta GIT status finds meta-git on macOS/Windows and sends command: "GIT"), Windows .EXE case and a native .exe routing test, one rule for library links in archives, and a git-clone hint when meta-git is missing.
Target revised
F9's "Done when" said agent-01's meta-evil (which claims git from another file name) must still run on meta git status until 2757 is decided. Under file-name routing that's impossible: meta-evil only serves meta evil. New target, met: a repo plugin namedmeta-git still serves meta git status (agent-01b, a copy of agent-01 with that file name). Cost: none; it's strictly narrower.
Drive tests (copies of fuzz/agent-repro, re-pointed at each build)
agent-12 (meta-slow sleeping on PATH):

branch: meta git status → real git status in . and r1; meta-evil ran once, for "meta plugin list"; meta-mcp: not run
agent-01b (the same plugin named meta-git): main and branch both print HIJACKED for meta git status (2757); on the branch it doesn't run for meta project list.
Driven by hand in a sandbox (own HOME, XDG_*, GIT_CONFIG_GLOBAL, META_DATA_DIR), meta-slow (sleep 30) on PATH:

Tests (each fails on main, passes here)
plugin_routing::only_the_plugin_a_command_names_is_started: a meta-spy that logs every start is not started by meta touchy ran, meta touchy --help, meta exec -- true, meta context or a typo; --help and plugin list --json start it once each and name plugins by file word.
plugin_routing::a_plugin_serves_the_word_in_its_file_name_only: meta touchy ran reaches meta-touchy with command: "touchy"; meta touch (only claimed) is unrecognized.
plugin_routing::a_called_plugin_that_does_not_answer_fails_naming_it: meta slow x fails within the bound naming meta-slow, not "unrecognized", and starts nothing else.
registry::an_entry_that_is_not_a_file_or_directory_installs_nothing: tar symlink, tar hard link, tar fifo, zip symlink, each after a valid plugin: refused naming the entry, nothing written, the link target keeps mode 0644; an unrelated lib/libx.so link still installs the plugin.
subprocess_plugins::a_word_that_is_a_path_finds_no_plugin: meta d/../../evil, an absolute path, d/, d/. and an empty word never route (guards the one-file-name check; without it d/../../evil would run the outside script).
registry::installing_over_a_link_replaces_the_link_not_its_target: tar and zip, over an existing symlink and hard link: the target is untouched, the plugin is a new 0755 file.
Checked by copying these tests onto origin/main: all five fail there (main's zip install writes through the link: left: "new", right: "victim").
Updated:
Three worktree_edge_cases.bats tests checked that plugins in a umask-002 checkout, a symlinked data dir and a group-writable PATH dir "load" by running meta git worktree list, which used to start every plugin. They now start them on purpose (meta plugin list, meta linked, meta shared); what they protect (those plugins aren't refused) is unchanged. "meta git status and project check fail on a refused .meta.yaml" now installs meta-project: before, meta project check with no project plugin got the config error only because meta loaded the config before noticing no plugin served project.
plugin_routing tests run with PATH=<fixture bin>:/usr/bin:/bin; a_workspace_plugin_comes_before_one_on_path checks routing takes the nearest .meta/plugins copy first.
A plugin whose --help prints nothing gets the help generated from its info (CodeRabbit); install.bats checks meta-cargo is installed by both installers.
verbose_dispatch_keeps_a_plugins_values_on_their_lines (the verbose line now shows the file word; the escaped value is the version); routing unit tests now test command_len and plugin_word.
Verification
Review: six reviewers (Opus correctness, Opus security, Sol platform, Sol tests, Astra user-facing, Astra simplicity) all MERGEABLE: yes on b7c4cfc, round 4. The Opus reviewers ran as built-in subagents (the atc claude shim rejects Opus dispatches). gitkb-rabbit doesn't review this repo; CodeRabbit's threads are fixed or answered.
cargo nextest run -p meta -p meta_rust_cli -p meta_plugin_protocol: 221 passed. cargo clippy --workspace --all-targets --all-features -D warnings and cargo fmt --check clean.
bats (bats-core 1.11.1): the whole suite, run with a PATH that has no installed meta-* (as in CI): 527 tests, all pass. "help lists cargo but not the rust plugin name" now runs with a PATH naming no real directory, so no installed meta-* (like the old meta-rust on this machine) can affect it.
Not checked: macOS and Windows at runtime (Windows looks for meta-<word>.exe; .cmd/.bat are not plugins).
Line counts
Production Rust −100 (−128 subprocess_plugins, −22 main, +31 registry, +19 protocol docs); Rust tests +224 (archive fixtures for each refused entry type and both formats, routing tests). The plan's estimate was −40..+20 / +60..+100; tests are over because each refused entry type, both archive formats and each routing rule have their own case.
Run it:
cd ~/code/gitkb-dev/harmony/.worktrees/meta-plugins && cargo build --workspace && cargo nextest run -p meta --test plugin_routing
…lugins folder
`meta <word> ...` is served by the first executable named `meta-<word>`
in the plugin search order (project .meta/plugins, ~/.meta/plugins, PATH).
meta starts only that file, so a slow or hostile plugin elsewhere no
longer runs on unrelated commands or meta-mcp calls. `meta --help` and
`meta plugin list` still ask every plugin, with the 5 s bound. A routed
plugin that doesn't answer fails naming it. An unknown command prints
meta's own help and starts no plugin.
The meta-rust binary ships as meta-cargo, since it serves `meta cargo`.
Plugin installs refuse an archive entry that is not a regular file or a
directory before writing anything, and write each plugin to a new file
made executable through its handle, then renamed into place, so no link
is followed.

Walkthrough
The CLI now routes commands by plugin executable name and separates targeted plugin calls from help and listing queries. Archive extraction validates plugin entries before installation. The Rust plugin binary is renamed to meta-cargo across packaging, installation, tests, and documentation.
Changes
Plugin Discovery and Command Routing
Layer / File(s)
Summary
Plugin discovery and command matching meta_cli/src/subprocess_plugins.rs, meta_plugin_protocol/src/lib.rs
The manager searches ordered plugin directories and selects plugins by executable filename. Plugin command matching uses the longest whole-word prefix, with fallback to the top-level plugin word.
Commands invoke only the first matching plugin; meta exec runs commands directly. Help and listing query all plugins. Tests and documentation cover matching, timeout errors, and query behavior.
Plugin Archive Extraction
Layer / File(s)
Summary
Archive validation and plugin installation meta_cli/src/registry.rs
Tar and ZIP extraction reject invalid matching entries before writing. Accepted plugin files are installed through temporary files. Tests cover invalid entries and replacing destination links.

Update the "Command Routing" steps to describe filename routing.
These lines are outside the diff, but this PR makes them stale. Step 2 still says "Does a plugin claim this command". Routing now depends only on whether a file named meta-<word> exists. A command that a plugin lists in commands under another word never reaches that plugin. Step 3 should also say that only the selected plugin is started. Reword steps 2 and 3 to match the new text at line 162.

Fix the plugin examples so they follow the new commands rule.
These lines are outside the diff, but this PR makes them contradict line 83. Line 83 says commands start with the plugin's word. The info example for meta-docker still lists "build", "push" and "compose". The request example still shows "command": "build". For a plugin that follows this example, meta docker build matches none of the listed commands. Then PluginInfo.commands matching falls back to command: "docker" with args: ["build"]. Plugin authors who copy the example get unexpected routing. Change the listed commands to docker build, docker push and docker compose. Change the request example to "command": "docker build".

Remove the legacy meta-rust executable during upgrades.
When an existing installation contains meta-rust, these targets add and remove only meta-cargo. The old executable remains in .meta/plugins or ~/.meta/plugins, so discovery can still expose the obsolete rust command. Apply the same cleanup in install.sh and install.ps1. (raw.githubusercontent.com)

Not changing this. Decision 8 (first-party plugins become built-in commands) removes these binaries in a later wave, so a one-off cleanup step would be removed again soon. A leftover meta-rust only serves meta rust; the PR body tells users to delete it.

Plan item F9 of the 2026-10-31 drive tests, with owner decision 4 (route plugins by file name). Task:
tasks/harmony-2969in harmony's GitKB.What changes for users
Only the plugin a command names is started.
meta <word> ...is served by the first executable file namedmeta-<word>in the existing search order (.meta/plugins/of the workspace's meta dirs, nearest first;~/.meta/plugins/; PATH). meta finds it by file name, without running anything else. Before, every meta command (and every meta-mcp call, since it runs meta) started everymeta-*file with--meta-plugin-info, so one hanging plugin added 5 s to everything and a repo's plugin ran on unrelated commands.meta --help,meta,meta helpandmeta plugin liststill start every plugin, with the 5 s bound.meta exec, context, init, plugin uninstallandplugin searchstart no plugin.plugin installstarts the plugins it just installed (to check they answer--meta-plugin-info), andplugin updatewithout a name starts every installed plugin to read its version, as before.meta <word>prints that plugin's help (asmeta gitdid;meta cargoalone printed the same help through the plugin).Plugin installs can't escape the plugins folder (agent-13). An archive entry that would install a plugin (file name
meta-*) and isn't a regular file or a directory (symlink, hard link, fifo, device; tar and zip) is refused, naming it, before anything is written. Entries that install nothing are ignored as before, so an unrelated library link doesn't block an archive. The tar is read twice, streaming: once to check every plugin entry, then to write, so nothing is written for a refused archive and nothing decompressed is held in memory (the download itself still is, as before). Each plugin is written to a new temp file in the plugins folder, made executable through the open file (fchmod), then renamed into place, so an existing link atplugins/meta-xis replaced instead of written through.make_executable(path), which followed links, is gone.Capability changes
commandsdecided routing;meta-touchyclaimingtouchservedmeta touchmeta-touchyserves onlymeta touchy(requestcommand=touchy, the rest are args). A plugin serving two top-level words ships two filesname: first found winsnamedecides nothingplugin list --jsonname= the plugin's reported namename= the word from its file name (what you type)rust→cargometa-rust(claimscargo)meta-cargo(release archives, install.sh/ps1, both Homebrew formulas, Makefile). Cratemeta_rust_cliunchanged; decision 8 folds it in latermeta-rustleft on PATH now just servesmeta rust(delete it)meta --helpDocs: plugin-author examples now claim commands under the plugin's word (
docker build, hello world,py lint), and thehelpexamples use the realPluginHelpshape (usagerequired), checked by running meta against them. The routing rule is inmeta_plugin_protocol's crate docs andPluginInfofield docs,docs/plugin_development.md, README, the threemeta-pluginsskill copies and the other discovery paragraphs. Not in this PR
tasks/harmony-2757, still open). A cloned repo's.meta/plugins/meta-gitstill servesmeta git status(and meta-mcp'smeta_git_status) — shown below. This PR only narrows it: such a plugin no longer runs on other commands, and a file not namedmeta-gitcan no longer takemeta git.meta <word> --helpstill runs the plugin's own--helpwithout the 5 s bound (unchanged; audit W4.4 replaces it with the probed help)..meta/pluginssymlink still redirectsinstall --local(repo-shipped config, 2757; wave 2's F3 lifts symlink refusals).plugin updatestill deletes the old plugin (audit W9.5).tasks/harmony-2977: case-insensitive file systems (meta GIT statusfindsmeta-giton macOS/Windows and sendscommand: "GIT"), Windows.EXEcase and a native.exerouting test, one rule for library links in archives, and a git-clone hint when meta-git is missing.Target revised
F9's "Done when" said agent-01's
meta-evil(which claimsgitfrom another file name) must still run onmeta git statusuntil 2757 is decided. Under file-name routing that's impossible:meta-evilonly servesmeta evil. New target, met: a repo plugin namedmeta-gitstill servesmeta git status(agent-01b, a copy of agent-01 with that file name). Cost: none; it's strictly narrower.Drive tests (copies of fuzz/agent-repro, re-pointed at each build)

plugin_routing::only_the_plugin_a_command_names_is_started: ameta-spythat logs every start is not started bymeta touchy ran, meta touchy --help,meta exec -- true, meta contextor a typo;--helpandplugin list --jsonstart it once each and name plugins by file word.plugin_routing::a_plugin_serves_the_word_in_its_file_name_only:meta touchy ranreachesmeta-touchywithcommand: "touchy";meta touch(only claimed) is unrecognized.plugin_routing::a_called_plugin_that_does_not_answer_fails_naming_it:meta slow xfails within the bound namingmeta-slow, not "unrecognized", and starts nothing else.registry::an_entry_that_is_not_a_file_or_directory_installs_nothing: tar symlink, tar hard link, tar fifo, zip symlink, each after a valid plugin: refused naming the entry, nothing written, the link target keeps mode 0644; an unrelatedlib/libx.solink still installs the plugin.subprocess_plugins::a_word_that_is_a_path_finds_no_plugin:meta d/../../evil, an absolute path,d/,d/.and an empty word never route (guards the one-file-name check; without itd/../../evilwould run the outside script).registry::installing_over_a_link_replaces_the_link_not_its_target: tar and zip, over an existing symlink and hard link: the target is untouched, the plugin is a new 0755 file.Checked by copying these tests onto
origin/main: all five fail there (main's zip install writes through the link:left: "new", right: "victim").Updated:
worktree_edge_cases.batstests checked that plugins in a umask-002 checkout, a symlinked data dir and a group-writable PATH dir "load" by runningmeta git worktree list, which used to start every plugin. They now start them on purpose (meta plugin list, meta linked, meta shared); what they protect (those plugins aren't refused) is unchanged. "meta git status and project check fail on a refused .meta.yaml" now installsmeta-project: before, meta project checkwith no project plugin got the config error only because meta loaded the config before noticing no plugin servedproject.plugin_routingtests run withPATH=<fixture bin>:/usr/bin:/bin;a_workspace_plugin_comes_before_one_on_pathchecks routing takes the nearest.meta/pluginscopy first.--helpprints nothing gets the help generated from its info (CodeRabbit);install.batschecksmeta-cargois installed by both installers.verbose_dispatch_keeps_a_plugins_values_on_their_lines(the verbose line now shows the file word; the escaped value is the version); routing unit tests now testcommand_lenandplugin_word.Verification
Review: six reviewers (Opus correctness, Opus security, Sol platform, Sol tests, Astra user-facing, Astra simplicity) all
MERGEABLE: yeson b7c4cfc, round 4. The Opus reviewers ran as built-in subagents (the atc claude shim rejects Opus dispatches). gitkb-rabbit doesn't review this repo; CodeRabbit's threads are fixed or answered.cargo nextest run -p meta -p meta_rust_cli -p meta_plugin_protocol: 221 passed.cargo clippy --workspace --all-targets --all-features -D warningsandcargo fmt --checkclean.meta-*(as in CI): 527 tests, all pass. "help lists cargo but not the rust plugin name" now runs with a PATH naming no real directory, so no installedmeta-*(like the oldmeta-ruston this machine) can affect it.meta-<word>.exe;.cmd/.batare not plugins).Line counts
