chore(mosaic,swingset): Migrate to Oxlint, TS7, and Next.js v16 - #10651
This PR migrates mosaic to Oxlint (including inlining our previous bulk suppressions) and TypeScript 7 (the fast one). It also upgrades Swingset to Next.js v16 (which is required to use TypeScript 7) and migrates our previous Webpack shenanigans to native Turbopack goodness.

Walkthrough
The pull request migrates repository, Mosaic, and Swingset linting to Oxlint. It updates Swingset’s Next.js and MDX dependencies and replaces its Webpack configuration with Turbopack configuration. Mosaic changes FlowStep child retention and TagInput value handling, with tests for controlled TagInput updates. The pull request also updates other Mosaic primitive behavior and adds a patch changeset for the Flow and TagInput fixes.
The PR retains a narrow test-helper failure path and inaccurate required lint-suppression explanations. These do not indicate production breakage, but they should be corrected before merge.

Minor · Functional Correctness · Quick win
Handle diagnostics without a code before calling replace.
The helper calls diagnostic.code.replace(...) before it computes fatal: !diagnostic.code. If Oxlint emits a diagnostic with no code, such as a parse error, the map throws a TypeError. The fatal flag is then never produced. Callers such as boundaryMessagesAt assert on message.fatal, so the intended failure message never appears. Use optional chaining. The existing callers already handle an undefined ruleId with rule?.startsWith.

Correct the disable reason. The effect depends on navLayout, not on the active panel.
The effect runs when navLayout changes. It does not run when value (the active panel) changes. Panel selection already closes the navigation through selectPage → closeNav. The effect closes the sheet when the layout switches, for example from sheet to select or column. The package AGENTS.md says: "Write why the lint rule does not apply here, not what the code does; it is what a reviewer judges."

Correct the disable reason. The reset runs when the popup closes, not when the selection changes.
The setQueryChanged(false) call is inside if (!open). The effect clears the query flag when the combobox closes, whatever value it selected. The reason "when the controlled selection changes" describes a different trigger, so a reviewer cannot judge whether the suppression is valid. The package AGENTS.md says the reason must explain why the rule does not apply.

Correct the disable reason. This assertion does not involve a ref wrapper.
Line 23 casts the return value of parentContext.getItemProps() to React.HTMLProps<HTMLElement>. This line has no forwardRef and no component-signature cast. The reason text was copied from the polymorphic forwardRef casts in dialog.tsx and flow.tsx. State the actual reason. For example, the parent's item props are typed as a generic record, and getReferenceProps takes HTMLProps. The package AGENTS.md says the reason "is what a reviewer judges."

Correct the disable reason. The effect resets fallback when the popup unmounts.
The effect runs on [mounted] and calls setFallback(false) only when !mounted. The comment above it says the same thing: "Reset only once the popup is gone". The reason "after the selected item changes" contradicts both. A reviewer cannot judge the suppression from it, which the package AGENTS.md requires.
