Raises the deployment target from iOS 15.1 to 17.6, matching Loop on dev.
LoopOnboardingKitUI imports LoopSupportKitUI, which moves to iOS 17.6 for the Report a Problem screen, so LoopOnboarding no longer builds at 15.1.
