[BUG][WHL][TGL] DSM Multicore: Plyaback Stream Not Running #3429

Describe the bug
In DSM python tests where DSM component is running on secondary core 1 and all other components on primary core 0, after sending trigger start to playback and capture pipelines, playback pipeline doesn't start copying data, and stream stall occurs.
Bisect shows that bug was introduced in commit 0281976 part of PR #3393.
