I maintain: I do not recommend this revert, not the change in behavior. I will note, once again, the revert gets us into territories that are set in stone for the future. The current path keeps options open. |

Description
Revert "ROX-37330,ROX-37331: Fix incorrect init container protos,CR generation (#23135)"
This reverts commit 19ae183.
The point of #23135 was to prevent the customer from getting into a situation where they excluded all containers from a policy. That was not ideal, and since the requirements at the time only mentioned init containers, it was decided to remove the regular containers. Since then, customer feedback was received indicating that customers may in fact what policies that only do things for init containers and thus exclude regular containers. If we remove regular containers in 5.0 and customers want to exclude regular containers from policies, they would have to file an RFE and wait at least 4 months for the next release. That is not ideal.
So, in the interest of those customers, this PR returns the exclusion of regular containers as an option. The customer would have to craft a policy specifically to do that. In a follow-up in a patch release, we should add validation so that no new policies are created that exclude all possible container types (that is, a no-op). This also allows us to add other container types to that enumeration over time.
The test fixes and CR generation fixes from #23135 have been retained.
