An answer can't bind to an artifact page that changed since it was asked - #120

A question can link an artifact pinned by fingerprint when it was asked. If the page changed afterwards (or its draft is gone), the owner would be answering, or an answer would be approving, a page they never saw: the dashboard only showed a badge. answer now refuses while a linked artifact differs from its pin or is no longer available, and so does every use of an answer as an approval (ownerAnswer): the supervisor asks again about the page as it is. This was blocker 2 of the #118 review. A question pins an artifact link by its fingerprint, but the owner could answer, or the supervisor could use that answer, after the page had changed, so the "yes" covered a page the owner never saw. The dashboard only showed a badge. It's the same class of hole as #116.
