Cachetools 4.2.3 reworked its module structure, making the stubs completely incompatible and breaking stubtest and CI. Remove it for now until someone recreates the stubs.

until someone recreates the stubs.
Remove filelock.logger, which was removed upstream, and set version in
METADATA.toml.
