feat(phase-3): TIL 기반 Wiki Quiz flash card island를 추가한다

스택: base feat/phase-2-content ← head feat/phase-3-quiz — #59 Phase 2가 먼저 머지돼야 이 디프가 맞다.

왜

TIL·기사를 flash card로 복습하려면 SSG HTML에 island가 항상 있어야 하고, 덱 데이터는 lazy import로 30KB gzip 목표를 지킨다. 마지막 문제 제출 후에는 완료 UI가 반드시 보여야 한다.
