perf(mosaic): re-render only the list options whose highlight changes - #10621
In Combobox, Autocomplete and Select, every option read the highlighted index and the selection from context, so each arrow key or hover re-rendered the whole list. With the 238 countries in the PhoneInput picker, moving through the list dropped frames. Options now read those values from a small store through useStore(store, selector), so only the options whose state changed re-render.
createStore / useStore in primitives/utils are a minimal useSyncExternalStore wrapper, the same pattern Base UI uses for its list items. The toast manager now uses it too, with no change to its public API.
One arrow key in the country list now causes 2 option renders instead of 476, measured with a render counter in jsdom.
Opening the picker improves only slightly. In a production Swingset build at 4× CPU, the median of 5 runs went from 13 to 8 dropped frames (United States selected) and from 12 to 9 (Greece), and the worst frame went from 168ms to 133ms and from 167ms to 134ms.
Most of the cost of opening is React mounting all 238 options. Virtualization would address that in a follow-up.
Table is not migrated here. Its rows re-render through the Table.Body children function, so it needs its own change.

Adds a shared store utility and uses store subscriptions for option state in Autocomplete, Combobox, and Select. Adds tests for option rendering during highlight and selection changes. The toast manager now uses the store for toast state and subscriptions. Documentation and a patch changeset are also added.
clerk/javascript#10574: Changes Autocomplete selection semantics and Combobox selected-index registration, which connect to the option-state flow updated here.
clerk/javascript#10379: Moves the PhoneInput country picker to the headless Combobox and changes country-option rendering, which is also affected by Combobox option rendering updates.
clerk/javascript#10572: Changes the same Combobox selected-index callback that this pull request updates.

The optimization is mergeable, but the regression tests should assert exact render counts so performance regressions are detected.

Explanation
The PR description states that Combobox, Autocomplete, and Select options will read highlight and selection state from a store via useStore, so only options whose state changed re-render. It also gives performance measurements for the PhoneInput country picker, notes what is not migrated (Table), and explains the toast manager change. It describes the changeset in detail and is clearly related to the changes.

Differs — Arrow keys and hover re-render 2 options instead of 476+, and arrow navigation drops 0-7 frames instead of 4-83. Opening is not consistently better: median dropped frames went 24→21, 21→21, 16→16 and 17→6 across four paired runs, so the slight gain is within this sandbox's noise.

Assert render multiplicity, not only the set of rendered options.
The option-render tests use new Set(renders). That check ignores repeated renders of the same option, so an option that re-renders twice on one highlight change still passes. This PR's measured goal is render count, so the test does not guard the property it claims to protect. Sorting the log and comparing it to the expected array checks each affected option exactly once.
The same change applies to the set-based render assertions in the Autocomplete and Select option-render tests, which use the same pattern. Run the updated tests to confirm the exact counts. If the test wrapper uses StrictMode, the expected counts must account for double invocation.

Update the option-render assertions that compare `new Set(renders)` to compare
the sorted `renders` array against the expected array instead, so duplicate
renders fail the test. Apply this to the ArrowDown and hover checks in the
combobox test and the corresponding Autocomplete and Select option-render
checks, preserving their expected affected options and accounting for StrictMode
if those test wrappers use it.
