   To migrate ACS codebase to JDK17, some of things we need to do:

   • Upgrade build packages
   • Update github actions
   • Migrate from gmaven-plugin to gmavenplus-plugin
   • dependencies which require update or removal (incomplete list)
     • jetty
     • mockito to v4 or v5 - Upgrade to mockito 4 and handle Mockito deprecations #8427
     • bytebuddy
     • java argline params changes
     • maven plugins
     • replace cglib
     • replace sun packages

   I think we can start to migrate to JRE17 first for which I see a PR already; in 4.21 or later we can migrate codebase to JDK17.
