Migrate systemvm and VR scripts to Python3. At somepoint our current systemvmtemplate base OS may EOL and the next base OS may not support py2.

    Doing this for 4.19 may be a big task. I'll open another ticket to do this with the major systemvmtemplate change (to Debian 12).
