[CI] hombrew-cpp job is currently failing #49681
Description
Describe the bug, including details regarding any error messages, version, and platform.
The homebrew-cpp job has been failing for the last ~50 days. It seems to be failing to apply a patch:

From my understanding this will just be fixed once we bump the formula upstream on release and remove the patches from it:

Correct. Let's revisit this after 24.0.0 release.

This may be closed as fixed after corrected Formulae path #51756 (latest sync now in #55375 just fyi)
