Remove outdated iOS 15 notes - #1072

The Apple Watch section of the build page still said the minimum iOS is 15.1 (watchOS 8.1), contradicting the iOS 17.6 / watchOS 10.6 minimum stated on the phone and watch pages since v3.14.7. Also drop the iOS 15 Developer Mode and German-language notes, since iOS 15 is no longer supported.

Small cleanup of outdated iOS 15 text. LoopDocs already gives iOS 17.6 / watchOS 10.6 as the minimum since v3.14.7, and the phone list already matches iOS 17 hardware, so no requirement changes are needed.
build/build-app.md, Apple Watch section: the minimum still read "iOS 15.1, which means watchOS 8.1". It now says iOS 17.6 / watchOS 10.6 and links to Watch Hardware and OS Requirements.build/build-app.md, Developer Mode section: removed the iOS 15 "skip ahead" sentence and the "Upgrade from iOS 15 to newer version" subsection. Nothing links to that anchor. The general Developer Mode text and screenshot stay.loop-3/settings.md: removed the "iOS 15" warning about the Usage Data Sharing screen showing in German.Release history in
version/and the iOS 16 minimums for caregiver phones (LoopFollow, LoopCaregiver) are left as they are.Related: Loop dev now sets its own deployment target to iOS 17.6 in LoopKit/Loop#2586. Until then, Loop's own target was 15.1, but the plugins already required 17.6. That changes nothing for users, but it could go in the dev status table once it merges.
mkdocs buildpasses; its 6 warnings are existing ones in other pages.
