Fix CircleCI config for next-dev: declare version 2.1 and build with Xcode 27 - #523

CircleCI retired configuration version 2 at the end of September, so every pipeline since then has errored before running a single step. Declaring version 2.1 restores the builds. The image moves to Xcode 27 to match the browser build and local development, the raw xcodebuild logs are kept as artifacts, and simulator diagnostics collection is skipped because it hangs for ten minutes on the CI image.

Same config as #520, for next-dev. Every next-dev pipeline since Sept 30 has errored with:
Changes: declare
version: 2.1, build with the Xcode 27.0 image, keep the raw xcodebuild logs and simulator crash reports as artifacts, and pass-collect-test-diagnostics neverso xcodebuild does not hang for ten minutes after the tests finish. With this config the build and all tests run. Two test-host crashes still made the run red, and both are fixed in the submodules:
SettingsManagerTestswaited for any.LoopDataUpdated, so the running host app fulfilled its expectation a second time and XCTest aborted.LoopKit/Loop#2558 is not needed here: next-dev's Loop doesn't have the dosing tests it changes.
