Configurable Websocket Timeout #975

Feature Request
I've added a configurable websocket timeout to class WebSocketInterface as a constructor param with a default value of 0. When this param is defined and is a positive integer, the constructor sets a connect_timeout in milliseconds that will limit the time required to failover to another socket instead of waiting for the OS connection timeout.
Example:
const socket1 = new JsSIP.WebSocketInterface("wss://host01.domain.com:443", 5000);
const socket2 = new JsSIP.WebSocketInterface("wss://host02.domain.com:443", 5000);
var contactURI = `sip:${inputUsername}@192.168.99.101;transport=ws`;
const configuration = {
sockets: [socket1, socket2],
uri: aor,
password: ephemeralPassword.password,
authorization_user: ephemeralPassword.username,
display_name: inputUsername,
session_timers: false,
connection_recovery_max_interval: 30,
connection_recovery_min_interval: 2,
