Like all other targets, it requires to do cmake generation step first, but it can be anything just to pass configuration step. For example:

mkdir build && cd build
cmake -DTOOLCHAIN=xt ..
make dist

I tested FW build for Apollolake. It is meant to be used only on systems that have tar and gzip commands. If we want to support everything with cmake -E tar commands I'd have to make it longer and slower and I guess no1 on windows is going to make tarballs anyway.
