Implement Terminalwire server license keys #3

Start with a TERMINALWIRE_SERVER_LICENSE_KEY env var key.

Once that can take the keys, implement the code on the server that unpacks the server key and generates the client key. Roll that out such that the API includes support for a license call that returns the key.
