Summary

Improve the agent experience and make Codex pre-flight questions safe: keep conversation primary, make run details secondary, and never treat an unavailable native input request as an answered question.

What changed

• Compact the Agent view and move phases, budgets, and agent run history behind secondary controls.
• Remove disruptive notification popups.
• Recover stale execution state instead of blocking a new run when nothing is active.
• Add Codex app-server handling for native user-input requests.
• When Codex cannot request input in its active mode, park the phase with an Answer & requeue card instead of recording a fabricated answer.
• Keep harness streaming and queue execution state consistent with the new question flow.
