Summary

 Cargo.toml
- rust-version = "1.88"
+ rust-version = "1.99.0"
 .github/workflows/release.yml
- RUST_TOOLCHAIN_VERSION: "1.98.1" # pinned above the 1.88 MSRV floor
+ RUST_TOOLCHAIN_VERSION: "1.99.0" # equals the MSRV floor
 README.md
- You need Rust 1.88 or newer.
+ You need Rust 1.99.0 or newer.
 skills/selfhostdev/SKILL.md
- Rust 1.88+
+ Rust 1.99.0+

The MSRV floor and the pinned release compiler are now the same version: a source build needs Rust 1.99.0, and a tagged release is compiled with it.

Evidence

  • Before: rust-version = "1.88", release toolchain 1.98.1
    After: rust-version = "1.99.0", release toolchain 1.99.0
  • cargo test on local rustc 1.99.0: 238 passed, 0 failed, 7 targets
  • cargo clippy --all-targets: clean
  • cargo fmt --check: flags only the pre-existing drift files listed in AGENTS.md; this change touches no Rust file

Merge Danger

Door: two-way. Reverting the bump restores the old floor and toolchain pin.

Blast Radius: build tooling. Cargo refuses source builds on Rust older than 1.99.0, and release builds switch compiler.

Raise the MSRV floor in Cargo.toml to 1.99.0, pin the release workflow
to the same toolchain, and update the README and agent skill docs that
state the supported Rust version.
