Replace the per-repo reference files with a template - #44

Conversation
The catalog shipped three real repos' house rules: shepard/references/crit.md, worktree/references/crit.md and worktree/references/kendo.md. A public catalog carrying a file named crit.md reads as a dependency. Readers concluded they need access to the crit repo. Each skill now ships references/_template.md instead. It carries the section structure both SKILL.md files already document, says what each section is for, and states plainly that no file here is required. Running on the defaults is the normal path, not a gap. This is what the repo's own CLAUDE.md asks for. Skills are generalised on lift, with project-specific config abstracted away. These three files were the one place that never happened. Nothing operational is lost. The live copies under ~/.claude/skills/ are what actually run, they already hold more repos than the catalog did, and all three catalog files had drifted from them. Also generalised two crit mentions in shepard/SKILL.md: the reviewer-resolves row no longer names a repo, and the town-crier paragraph now says the bus surface is optional and its env-file default is one person's convenience. Finding #43 gains the retest after d508795: a manual /compact answered end to end under the resolved Git bash. Finding #44 records the first trigger:'auto' compaction answered by the module, with core never run, and the fork's cost at ~158K cache-read tokens. design.md narrows the "Still unmeasured" list accordingly. shepard/SKILL.md§ Adding a repo reference file said "references/crit.mdis the model."worktree/SKILL.mdsaid the same ofkendo.md, and its frontmatter said "(kendo has one)". All three now point at the template. Both skills' load steps now say the no-file path is the normal one.Two more crit mentions in
