  • Updates to things that needed them for 3.15
  • Switch from pre-commit to prek
  • Drop 3.10 support in pyproject.toml
  • Make imports lazy in 3.15
  • Update workflows (pinact, zizmor, test matrix.)

resolves #50

- Switch from `pre-commit` to `prek` (TBH we should have done this long
ago but for some reason `pre-commit` was erroring out when trying to
run.)
- Bump `watchfiles` because 1.1.0 was having a build failure with 3.15.
- Change minimum Python version and ruff targeting to 3.11
Make the CLI imports lazy in 3.15. This does save a drop of time when
running `render-engine --help` although not a huge amount (~40ms on
average compared to older versions of Python on my system) but it is
still time.

This set of changes came because tests failed for 3.10 because the test
matrix hadn't been updated.

- Port `publish.yml` from the RE repo (there was a security flaw in how
we implemented the workflow here. Build and publish need to be separate
steps and we had them as a single one.)
- Update the test matrix to drop 3.10 and add 3.15.
- Run `pinact` to pin the action versions.
- Run `zizmor` to check for and fix security issues.
