Implement long-term hashing correctly #2328

@timse wrote a guide that makes sense and finally seems to propose a viable solution for long-term hashing in Webpack:

I propose that we integrate it, pretty much the way it is.
Would anyone be interested in working on this?
cc @shrynx who’s working on #2310 which is somewhat related. I’m not sure if we should go with approach in #2310 or not so I’d appreciate the discussion before proceeding.
