Expose some mypy.stubdoc functions in user-facing documentation #6261

Some of the functions such as mypy.stubdoc.infer_sig_from_docstring() may be useful on their own (independently from the stubgen tool), so it may make sense to mention/describe them in the documentation.

This depends on #6256 and #5975
