Pinned lxml doesn’t build on Python 3.7 / macOS #5329

While working on python/typeshed#2313 I ran into the problem that I can’t run the mypy integration tests due to lxml build failures.

I know for a fact that lxml==4.2.3 works fine because I already have it in production. :)

Any chance you could update the pin?
