Hello, and thanks for your contribution! I'm a bot set up to make sure that the project can legally accept this contribution by verifying everyone involved has signed the PSF contributor agreement (CLA). Recognized GitHub usernameWe couldn't find a bugs.python.org (b.p.o) account corresponding to the following GitHub usernames: This might be simply due to a missing "GitHub Name" entry in one's b.p.o account settings. This is necessary for legal reasons before we can look at this contribution. Please follow the steps outlined in the CPython devguide to rectify this issue. You can check yourself to see if the CLA has been received. Thanks again for the contribution, we look forward to reviewing it! |

Could you please open a ticket first and explain the purpose and benefits of release artifacts? |

Sorry for not opening an issue earlier. So, the reason I didn't open an issue, was that apt does have python versions. But, they are usually not up to date with Windows and macOS releases. This is one of the first few commits to get debian based operating systems a relatively updated release ( at the time of testing this PR ), the version available was 3.8 or 3.7 |

This PR is stale because it has been open for 30 days with no activity. |

Closing this stale PR because the CLA is still not signed. |
This is a github action to create a python artifact for Ubuntu. This will give an archive users can extract to their root directory. I will add apt repository and deb packaging in a future commit. This commit was borne out of the need to have the latest stable and unstable packages in Ubuntu apt.
