PCbuild/find_python.bat uses broken aka.ms/nugetclidl URL for downloading nuget.exe #153438

Bug description:
PCbuild/find_python.bat currently defaults NUGET_URL to:
https://aka.ms/nugetclidl
This appears to no longer resolve to a valid nuget.exe download. As a result, Windows builds that rely on find_python.bat to bootstrap nuget.exe may fail before Python can be installed from NuGet.

Ideally Microsoft can fix the https://aka.ms/nugetclidl URL, otherwise we should change it.

I guess it got cleaned up at some point (fairly recently, I go through that download path often enough that I know it worked earlier this week). There have been a lot of personnel changes at Microsoft recently, so I guess it ended up with no actual owner.
According to https://learn.microsoft.com/en-us/nuget/install-nuget-client-tools?tabs=windows#nugetexe-cli, the URL is
https://dist.nuget.org/win-x86-commandline/latest/nuget.exe. This is the page that the aka link came from, so someone was ahead of the breakage.ELundby45 commentedon Jul 9, 2026
