pixi-packages: simplify to a single pixi.toml #152384
Description
https://github.com/python/cpython/tree/main/Tools/pixi-packages#opportunities-for-future-improvement noted that we may be able to simplify to a single pixi.toml at some point. I think the time is now (!) with https://pixi.prefix.dev/latest/concepts/package_specifications/#extras-and-flags.

not necessarily, the others are more simple/self-contained improvements — this may supersede parts of their linked PRs, but it's TBD exactly what the PR linked to this issue will end up looking like

Not exactly related to this but CPython's CI now uses clang-21 for TSan CI so the pixi build files should be updated to use the same version if it doesn't already to avoid possible false positives from older versions.
