Should we have CI or a buildbot running tests with a relocated build?

Ideally yes although not sure how much supported is this. Probably the Python build standalone will be impacted so I think it makes sense

I know our internal builds are affected, because I had these failing tests on a skiplist for ages, and now they pass :)
There's another one, test_cmd_line, that's failing only with a relocated macOS build. I didn't get around yet to creating a reproducer based on the OSS build, but I suspect it would reproduce if we had a relocated test workflow.
