Split up tier 2 opcode into opcode and jump target #111610

Proposal:

Currently tier 2 uops opcode are 32 bits. We don't need so much space for opcodes. So we can use that space for other information (such as deopt targets).

Has this already been discussed elsewhere?

This is a minor feature, which does not need previous discussion elsewhere
