0.23.0 is using packaging but not declaring it as a dependency #1135

Description

@efiop

Hey @csmarchbanks looks like new release is using packaging package but doesn't declare it as a dependency, resulting in install failure. Could you yank the release for now before a new fixed one is out, please?

    @csmarchbanks thanks for a quick fix!

    I've created a PR to add it as dependency #1136 , unless you decide to rework the code in some way to make it dynamic.

    Yeah, commented on the PR as well. I would prefer to just not have a dependency since it is really just parsing some semver and could be done fairly easily with a split or regex.

    I would also like to look a bit into if CI could catch something like this...

    @csmarchbanks updated the pr to throw away packaging completely in favor of tuples.
