[CHORE]: Update dependencies (including major versions if possible) #7918

Description

Update whatever plotly.js dependencies we can that don't break the library. This includes major updates (if possible).

Why should this change be made?

Some dependencies are stuck on old versions. This is a good opportunity to update them.

Scope

• Start with minor/patch updates and land those
• Update major versions one by one to ensure nothing breaks

Notes

• This doesn't have to be completed before v4 is released, but it would be good to get it done
• For substantial updates, it might be a good idea to create separate PRs for each update
