It seems this was fixed in a later plotly.js version. R {ploty} is not using the latest plotly.js version.
If you check your installation: ...\plotly\htmlwidgets\lib\plotlyjs\locales\nl.js
or:

When using
config(locale = "nl")(Dutch) for data with dates, the month march is shown with the abbreviation "maa".
