pkgdev fetch: add subcommand support for parallelized distfile fetching against generic path restrictions #2
This would basically be pkgdev manifest (#1) without the manifesting part. In essence, supporting parallelized distfile fetching against generic path restrictions.

Please - I use aria2c for fetching, but rust-bin has tons of distfiles so having parallel transfers (on top of multiple connections per file) would really speed that up.
Honestly it might be better if pkgdev handles its on parallel fetching on the manifest side of things instead of using whatever is in make.conf - there's a few outstanding bugs wrt manifest handling that could be easily addressed that way.
