fix(server): retain Codex model metadata when catalog discovery fails - #31903
Managed Codex can get stuck in a repeated compaction loop after model discovery fails. Compaction completes, the next tool call reaches the compaction threshold again, and the agent repeats work instead of progressing. An affected saved session on macOS with T3 0.1.7 and Codex 0.166.0 recorded 430 compactions and repeatedly ran the same repository checks until interrupted.
An explicit model_catalog_url makes Codex 0.166.0 suppress its bundled catalog. When discovery returns HTTP 401, supported models such as GPT-6.1 Sol therefore receive generic fallback metadata instead of their bundled capabilities. This disables code mode and tool search in the affected configuration, exposing tool definitions directly and leaving too little context headroom for useful work after compaction. Removing the explicit URL retains bundled capabilities when discovery fails.
Follow-up to #30004 and the report in #27939. #30004 fixes the outdated-runtime case by upgrading managed Codex from 0.156.1 to 0.166.0, whose bundled catalog includes GPT-6.1 Sol, and upgrading existing installs at startup. The affected macOS installation already ran 0.166.0, but catalog discovery returned HTTP 401. The explicit catalog URL prevented Codex from using that newer bundled metadata, leaving this separate failure path. This PR complements the runtime upgrade by retaining bundled metadata when discovery fails.
This is a small, focused fix for that failed-discovery case. It uses Codex's existing fallback behavior and adds no setting or retry policy.

Historical pre-patch messages from the affected conversation, displayed through the same T3 server's local web interface. The 430-compaction count comes from the saved native session, rather than counting the subset visible in this screenshot.
Before: The updated existing runtime tests fail in all four managed/local executable and primary/additional account cases because launch arguments contain the explicit catalog URL. After: All four cases pass. vp run check:changed passes formatting, lint, both knip checks, GraphQL validation, affected typechecks, and six adjacent tests.
Before: A local HTTP fixture returning 401 from the catalog, with the actual Codex 0.166.0 binary and an isolated home, produces direct function-tool definitions and no code-mode additional_tools namespaces. After: Removing only the explicit catalog URL, with online discovery still enabled and still returning 401, restores the functions, clock, and collaboration namespaces. The mocked inference turn completes in both cases.
The runtime probe used dummy local credentials and mocked inference responses. It verifies request construction and termination, not model quality or an unattended overnight run. No raw session export or credentials are included here.

Successful discovery still uses the same provider's default /models endpoint. Failed discovery can now offer bundled model capabilities until discovery recovers; inference authorization remains server-enforced. This fixes the failed-discovery trigger for compaction loops. It does not add a general loop circuit breaker or change T3's separate post-compaction context-restoration path.
Implemented with Codex in the Codex desktop app, GPT-6 family.
Macroscope's review found this PR requires human approval — Managed Codex will retain bundled model capabilities when catalog discovery fails, without changing the inference endpoint or token helper. This automatically changes session fallback behavior and requires human review as a product-default change.

The managed Codex provider configuration no longer sets model_catalog_url. The test now checks that the token-sharing provider omits this field.

Test the 401 catalog fallback
Add a focused test that launches Codex with the managed runtime, returns 401 for catalog discovery, and checks that a known bundled capability reaches the inference request. The URL assertion catches its reintroduction, but it cannot detect a fallback regression caused by another launch setting or a Codex update.
