ticdc: remove a stray character from the minimum Resolved TS alert description

In ticdc/ticdc-alert-rules.md, the description of the cdc_resolvedts_no_change_for_1m alert reads "The minimum Resolved TS 1 of TiKV CDC has not advanced for 1 minute." The 1 after "Resolved TS" is a stray character. The metric in the alert rule is tikv_cdc_min_resolved_ts, which has no such suffix. This PR removes it.

Found by CodeRabbit while it reviewed the Japanese translation, which mirrors the EN text (#24134).
