Apply upstream security backports through PCRE2 10.49 while retaining bundled 10.42, including the heap-limit prerequisite for its heapframe fix. Disable legacy ARM64 SIMD scanning for GHSA-43gg-c3xx-7w7g while retaining scalar JIT, as the upstream rewrite has no small backport.

Backport the applicable security fixes through PCRE2 10.49, retaining bundled PCRE2 10.42. Include the heap-limit arithmetic prerequisite for the heapframe fix. Disable legacy ARM64 SIMD scanning for GHSA-43gg-c3xx-7w7g, retaining scalar JIT; upstream has no small backport, and scan-heavy ARM64 workloads may be slower.
