Change the define() warning for the ignored $case_insensitive argument to E_DEPRECATED, as case-insensitive constants are no longer supported and the behavior will become an error in PHP 9.0.

Update the corresponding test to expect a deprecation notice instead of a warning.

Why? The linked PR has nothing to do with define(). And it has been emitting a warning since 8.0, I don't see the point in changing this. E_WARNINGs are stronger for a reason, trying to define a case insensitive constant does NOT work so this needs to be clearly indicated.
