PHP 8.5 started to fail ext/curl/tests/curl_setopt_ssl.phpt on alpinelinux with curl 8.16 #19925

The following test fail on every arch even for beta3

when I added message:

Looks like replacing
- var_dump(curl_setopt($ch, CURLOPT_SSLCERT_BLOB, $clientCert));
+ var_dump(curl_setopt($ch, CURLOPT_SSLCERT_BLOB, ''));
var_dump(curl_setopt($ch, CURLOPT_SSLKEY_BLOB, ''));allows the test to pass

the same happening for newly released 8.4.13
Fix more curl 8.16 issues
