Allow deprecations to throw under CI #2

A Phony user recently reported eloquent/phony#217, which is caused by a deprecation message.

This highlights the fact that Phony's CI builds completely ignore deprecation messages. It would be useful to be able to configure this library to not ignore deprecation messages in some circumstances, such as CI builds.

This could potentially be accomplished by using an environment variable.
