[bug] pfe-tools: lightdom and lightdom-shim stylesheets do not load in dev server #2922

Description of the issue

In RHDS, we use *-lightdom.css and *-lightdom-shim.css files. Those stylesheets are returning 404 not found errors in the RHDS dev environment.

Impacted component(s)

• PFE dev server as used in RHDS

Steps to reproduce

1. Run npm run dev in RHDS.
2. Open localhost:8000 and visit any element that uses a lightdom or lightdom-shim stylesheet (announcement, pagination, skip-link, tile, table, footer...), eg: Pagination base demo
3. Open DevTools > Console
4. Note the lightdom CSS file(s) returning 404 errors.

Expected behavior

Lightdom and lightdom-shim CSS files should load properly.
