EXTRAS-133 - Add progress reporting api #15

Add a progress reporting API to Python Scripting extension. This should allow a developer to report progress when using the "Run Interpreter Commands" wizard item. It would also be beneficial to report progress during execution of commands in the scripting window, possibly to the status bar.
