EXTRAS-134 - Add a Python RasterPager #14

In order to more efficiently transfer imagery between Python and Opticks, we can build a custom RasterPager that uses Python created buffer objects as the underlying data. This would allow a buffer to be created in Python and transferred back to Opticks with a zero copies involved.
