EXTRAS-125 - Add support to Python to prefer using memory-mapped data if available from the SimpleAPI #11

NumPy can work very efficiently with multi-gigabyte data if the data is memory-mapped. The Python extension should be updated to prefer using memory-mapped data if available from the SimpleAPI.
