Extends the ClusterImagePolicy and ImagePolicy APIs to support deny-by-default image policies by adding Reject and InsecureAcceptAnything policy types, and introducing an appliesTo field to specify whether a policy applies to all images (default fallback) or specific registry scopes.

Current Problem

ClusterImagePolicy and ImagePolicy currently only support registry-specific scopes with signature verification policy types. This creates several security gaps:

1. No fallback policy for unmatched registries

  • Policies can only target specific registry scopes
  • Images from unspecified registries bypass all policy enforcement
  • Creates implicit-allow security gap for unknown or new registries

2. Cannot explicitly deny images

  • PolicyType only supports verification types (PublicKey, FulcioCAWithRekor, PKI)
  • No way to explicitly reject images from untrusted sources
  • Cannot implement deny-by-default security posture required for compliance

3. Cannot override Image CR defaults

  • Image CR blockedRegistries creates allow-by-default policy (implicit insecureAcceptAnything for all other registries)
  • ClusterImagePolicy cannot strengthen this to deny-by-default
  • Organizations stuck with permissive security when strict policies are needed

Example of current limitation:

# Can define policy for specific registry
apiVersion: config.openshift.io/v1
kind: ClusterImagePolicy
metadata:
  name: verify-redhat
spec:
  scopes:
    - registry.redhat.io # Only this registry has policy
  policy:
    rootOfTrust:
      policyType: PublicKey
      publicKey:
        keyData: ...

# What happens to images from docker.io, ghcr.io, or any other registry?
# Result: Implicitly allowed without any policy enforcement

Changes

API Type Additions

1. New PolicyAppliesTo enum - Discriminator for policy scope:
   - Default - Policy applies to all images as fallback (maps to policy.json "default" entry)
   - Registries - Policy applies to specific registry scopes (default when omitted)
2. Extended PolicyType enum with new values:
   - Reject - Reject all matching images
   - InsecureAcceptAnything - Accept all matching images without verification
3. Field additions in ImagePolicySpec and ClusterImagePolicySpec:
   - Added appliesTo field (optional enum: Default or Registries, defaults to Registries)
   - Added registries field (new, preferred field for registry scopes)
   - Retained scopes field (deprecated, maintained for backward compatibility)

Backwards Compatibility

This is a fully backward-compatible change. Existing resources continue to work without modification.

- Existing resources using scopes field continue to function
- appliesTo defaults to Registries when omitted
- scopes field is deprecated but will remain supported for the foreseeable future
- Migration to registries field is optional but recommended for new resources
- Validation prevents using both scopes and registries simultaneously

📝 Walkthrough

Image and cluster image policy specifications now support AppliesTo with Default and Registries modes. They add optional Registries fields and retain deprecated optional Scopes fields for compatibility. Validation checks registry-list contents, scope presence, mutual exclusivity, and 256-entry limits. PolicyType now supports Reject and InsecureAcceptAnything. These types cannot set publicKey, fulcioCAWithRekor, or pki. The ImagePolicyDenyByDefault feature gate is registered for the node component and enabled in TechPreview and DevPreview configurations.

Priority: ➖ Normal

Merge Risk: 🟡 Moderate · up to 36791

Full details: Docstring Coverage

Explanation

No functions found in the changed files to evaluate docstring coverage. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Analyzed 0 functions across 3 files.

Full details: Stable And Deterministic Test Names

Explanation

The pull request changes only API type definitions and feature-gate registration. The authoritative diff contains no test files and no Ginkgo title calls such as It, Describe, Context, or When. Therefore, it introduces no unstable or overly-specific test names.

Full details: Test Structure And Quality

Explanation

The pull request changes only three production files: two API type files and features/features.go. It adds no Ginkgo test code or It() blocks. Therefore, the listed test-structure requirements do not apply.

Full details: Topology-Aware Scheduling Compatibility

Explanation

The pull request changes only API type definitions and feature-gate registration. The diff adds no deployment manifests, controllers, workloads, replica settings, affinity, topology spread, node selectors, tolerations, or disruption budgets. The topology-aware scheduling check is not triggered.

Full details: Ote Binary Stdout Contract

Explanation

The pull request changes only API types and feature-gate registration. The authoritative diff contains no main, init, TestMain, suite setup, RunSpecs setup, logging configuration, or stdout writes. The changed declarations and feature-gate builder do not write to stdout, so the OTE Binary Stdout Contract is not violated.

Full details: Ipv6 And Disconnected Network Test Compatibility

Explanation

The pull request changes only three API/feature files: config/v1/types_cluster_image_policy.go, config/v1/types_image_policy.go, and features/features.go. The authoritative diff adds no Ginkgo tests or other test files, so the IPv6 and disconnected-network test compatibility criteria do not apply.

Full details: No-Weak-Crypto

Explanation

The pull request adds API fields, policy enum values, CEL validation, and a feature gate. The changed lines contain no MD5, SHA-1, DES, RC4, 3DES, Blowfish, or ECB usage, custom cryptographic implementation, or non-constant-time secret comparison. InsecureAcceptAnything changes image-policy behavior; it does not implement weak cryptography.

Full details: Container-Privileges

Explanation

The pull request changes only Go API types and feature-gate registration. The authoritative diff contains no container or Kubernetes manifest files and no privilege-related settings such as privileged, hostPID, hostNetwork, hostIPC, SYS_ADMIN, runAsUser, or allowPrivilegeEscalation.

Full details: No-Sensitive-Data-In-Logs

Explanation

The pull request changes only API type declarations, validation markers, comments, constants, and feature-gate registration. It adds no logging, printing, tracing, event, or error-reporting code, and no sensitive field values are emitted.

Confirm the XOR rule behaves correctly when scopes is an empty list.

The rule is (default==true) != (scopes non-empty). If a user sets default: true and scopes: [], the rule passes. This is correct only if an empty scopes list counts as "not set". The message says "exactly one of 'default' or 'scopes' must be set", so a user can read it as rejecting scopes: [] together with default. Check that the behavior matches the intent. If it does, clarify the message and the field docs.

The MinItems constraint is also absent. A policy with scopes: [] and no default fails with the same generic message. This is acceptable, but the error text could say "non-empty scopes".

Align constant names with the existing naming pattern.

The existing constants use the ...RootOfTrust suffix, for example PublicKeyRootOfTrust. The new RejectPolicyType and InsecureAcceptAnythingType constants use other suffixes, and they differ from each other. Public Go API names are hard to change after release. Pick one convention before merge.

Reject signedIdentity for non-signing policy types.

ImageSigstoreVerificationPolicy accepts signedIdentity for every policyType, but containers-policy.json defines reject and insecureAcceptAnything as requirements containing only type. signedIdentity is valid for signedBy, not for these requirements. The renderer is not present in this repository, so its handling is unknown. If it emits signedIdentity, the strict policy parser can reject the requirement; if it drops the field, the requested identity match has no effect.

Regenerate all CRD outputs after adding the new fields and enum values.

PolicyType now supports Reject and InsecureAcceptAnything, but the default and ungated CRDs for both policy kinds still allow only the three old values. Admission rejects either new policy type.

The appliesTo and registries fields are intentionally feature-gated in the source. However, the generator should also produce the ImagePolicyDenyByDefault feature-gated partial manifests. No such manifests are checked in, so the generated output is stale. Regenerate and commit the default, ungated, and feature-gated CRD outputs.
