Aside from a minor comment on GoDoc, the structure here LGTM.
Similar to a related PR adding status conditions to the API, we will need to feature gate this field as we are adding a new field to a stable API.
I believe @jaypoulz is already planning to start a discussion with OCP architects regarding whether or not feature gating status fields is something we should be enforcing - depending on the outcome of that discussion I'll apply whatever is agreed upon here as well.

I think you want to include:

Non-blocking while this is TechPreviewNoUpgrade, but think it needs to go before promotion.
!has(oldSelf.alertAgents) || has(self.alertAgents) sits on the whole node object. The CEO collector rebuilds each node from scratch every run and PUTs the whole status (updatePacemakerStatusCR, existing.Status = *status), so once alert agents have been reported, every later write has to carry them. If one run builds a node without them, the apiserver rejects the entire status update. Node conditions, fencing agents and resources all go stale together, and the CR stays frozen until a run reports them again. The doc comment says the field stays optional "to tolerate older collectors", but the ratchet makes that true only until the first report.
We hit the same class of problem on #3042: bumping MinItems on conditions made apiserver reject status writes from any producer that wasn't reporting the new condition yet, and we reverted to an ordinary optional condition.
Question on the collector side: when a node is missing the alert agent files (reboot, MCO rollout, drift), does the collector still emit both entries with Available=False, or does it skip them? If it always emits both, the ratchet is safe in practice, but then it only guards against something the producer already prevents. If it can skip, wouldn't emitting both with Unknown/Pending give the same "observed" signal without making absence an error?

nit (non-blocking): the AlertAgentsHealthy doc says the reason is "Pending" when Unknown, but only NodeAlertAgentsHealthyReasonHealthy and ...Unhealthy are defined. The sibling AlertAgentConfiguredReasonPending and AlertAgentAvailableReasonPending exist. Probably just missed. Adding NodeAlertAgentsHealthyReasonPending = "Pending" keeps CEO from hard-coding the string.

Summary
Add API support for reporting Pacemaker alert-agent status on each node. Alert agents can taint a node after it is fenced and remove the taint after it rejoins.
API changes
PacemakerClusterAlertAgentNamewith theTaintAlertAgentandUntaintAlertAgentvalues.PacemakerClusterAlertAgentStatusand an optionalalertAgentslist to node status. Each entry reportsConfigured,Available, andHealthyconditions.AlertAgentsHealthynode condition to aggregate alert-agent health.Compatibility
Keep
alertAgentsandAlertAgentsHealthyoptional so older status collectors can continue reporting status during upgrades.
